Without Cause

The FBI this past week concluded that at least 14 of the 17 Iraqi civilians killed by Blackwater security guards on September 16 were murdered without cause, and that their deaths were not only unjustified but that the actions taken by the civilian contractors violated deadly-force rules in effect for companies like Blackwater who operate within the country. Ironically, even though government officials have found fault in Blackwater’s actions, many of those same officials have serious doubts that any charges will ever be filed against the accused due to the absence of criminal laws governing the actions of civilian contractors taking place in a foreign country.
