Things may be improving with regards to security in Iraq, but according to the Pentagon, basic services like electricity, health care, and other public services are at a standstill with no signs of improvement within the foreseeable future. The quarterly assessment on Iraq’s progress issued last week highlights the drops in both civilian and military attacks throughout the country, but painted a grim picture of the Maliki government’s inability to restore basic human services, bemoaning the fact that the Iraqis have not taken advantage of the lull in fighting to shore up the needs of their civilian population. The DoD blames the continued pursuit of a sectarian agenda by the Iraqi government as the primary reason for the shortfall.
